The first-aid requirement

The Ministerio de la Familia, Adolescencia y Niñez (MIFAN) coordinates how substitute homes operate and applies the Manual of Procedures for Special Protection Measures for children and adolescents, which includes training of those involved in the process. Current first-aid and CPR training — wounds, choking, cardiac arrest, including CPR for children and infants — is a reasonable expectation of care rather than an explicit legal requirement identified here.

The admission and monitoring of families are verified by MIFAN within the alternative-care system. The training is in addition to the family assessment and expected parenting skills, and should be kept current.

How to meet it

A recognized, up-to-date first-aid and CPR certificate meets this requirement. It is in addition to the required training or assessment, and is renewed periodically.
